About Me
I’m Gasana Mugisha Elvis, a full-stack developer based in Kigali who turns complex requirements into scalable, production-ready systems, from the database and API to the screen people actually use. Most recently I spent a summer as an AI/NLP Engineer intern at Rwanda’s Ministry of ICT and Innovation.
- 2021I started a Bachelor’s in Software Engineering at the Adventist University of Central Africa.
- 2022While still studying, I joined Proqio, a monitoring company in Spain, as a remote full-stack developer and became a key player in the Monitoring Team.
- 2024I graduated from AUCA and kept building the sensors management system at Proqio.
- 2025I began the MSIT at Carnegie Mellon University Africa as a Mastercard Foundation Scholar.
- 2026Over the summer I was an AI/NLP Engineer intern in the Responsible AI Office at Rwanda’s Ministry of ICT and Innovation, benchmarking models for public services, including Kinyarwanda support.
- TodayI build open-source tools like Media-Master API and keep shipping products end to end.

Outside The Code
Shipping software is only part of the job. I also enjoy the work around it: telling the story of a product, pitching it, and shaping how it shows up.
On teams I lean on Agile practice, product roadmaps, and UX prototyping to keep everyone building the right thing.
